Putting greens in most cases are short turf which require a lot of fine sand such as 60 grit and 30 when that is all that is available. Some putting green turf is 2″ tall and needs to be filled to the top with as much as 4 pounds per square foot of sand. While more rare the tall putting green turf is very nice. Never put nails anywhere in the putting green turf as it only damages it, secure the parameter with a taller fringe turf to achieve a common look. The sand weighs the turf down well and it will stay in place if installed correctly.
